Fair and Adequate Public School Funding

  • OACSA is opposed to any funding model that has a separate line item for public community schools and/or cuts funding to public community schools. We support the concept that any funding increases to education be apportioned to ALL public schools, including public community schools.

Sponsor Provisions

  • Amend Ohio Revised Code sections to allow for Sponsors of high-performing schools to increase the number of charter contracts they execute on a one-for-one basis (above the sponsorship agreement limit or sponsorship cap). Note: This will be the Sponsor equivalent of the operator provision (ORC 3314.016).

"Unauditable" Modifications

  • Modify the Ohio Revised Code to enable a Sponsor, with a school declared "unauditable", to execute new charter contracts as soon as the school has complied with the auditor's requests - in relation to the "unauditable" status. Additionally, institute penalties for the fiscal officer while the school is deemed "unauditable".

Sponsor Tools to Achieve Transparency and Accountability

  • Modify various sections of the Ohio Revised Code to enable Sponsors to have the necessary tools to exercise their oversight duties (for example: access to various data sets, ability to "flag" student funding as a way to enforce compliance).

Sponsor Cap and School Closure

  • Remove various sections of the Ohio Revised Code that reduce the "cap" on the number of contracts a Sponsor can enter into if a school closes, for any reason.
